Local Law 11 Brooklyn

Fire Escape Repair and Restoration for Brooklyn Buildings

In many older Brooklyn apartment buildings, the fire escape is still one of the ways out in a fire, and a rusted one is also a hazard over the sidewalk. We repair and restore fire escapes level by level: brackets reset into sound masonry, rusted treads, rails and ladders replaced in steel, and the whole structure cleaned, primed and painted.

Brackets Set Into Sound Masonry

Loose anchors are reset into solid brick, not into the cracked joint that let them go.

Cast Iron Swapped for Steel

Cracked cast iron treads and brackets are replaced with new steel parts.

Painted Over Clean Metal

Rust and loose paint come off by hand and power tools or blasting before primer goes on, so the new paint bonds instead of flaking.

Are Fire Escapes Part of a Local Law 11 Inspection?

Yes. The city’s FISP rule, 1 RCNY 103-04, lists fire escapes as appurtenances of the exterior wall, so your QEWI examines them along with the facade and lists their condition in the report. A fire escape can be rated Safe, SWARMP or Unsafe like any other part of the wall.

Apartment buildings carry a second duty. HPD expects fire escapes to be kept in proper working order, and a defect that makes one unsafe to use is a Class C, immediately hazardous violation. That is why fire escapes in NYC get repaired between inspections, not only when the facade report is due. Deadlines for each rating are on our FISP repairs page.

Weak Points on an Old Brooklyn Fire Escape

Fire escapes fail where steel meets masonry and where water sits. These four areas carry most of the repairs we price.

Brackets and Wall Anchors

Rust swells the steel where it enters the wall, cracking the brick and loosening the support.

Treads and Platform Floors

Cast iron treads crack and steel grating rusts through, often at the edges where water collects.

Railings and Balusters

Rails work loose at their posts, and missing balusters leave gaps on a high platform.

Drop Ladders and Roof Ladders

Counterweighted drop ladders seize with rust, and gooseneck ladders to the roof lose their anchors.

Spot Repair, Full Restoration or a New Fire Escape

The condition of the steel decides the repair, so we check every level before recommending one.

Option When It Fits What It Involves

Spot repair and touch-up

A few loose bolts, rust spots or one damaged tread, with the rest sound

Bad parts replaced, rust cleaned back, and the area primed and painted

Component replacement

Brackets, treads, rails or ladders past saving

New steel parts made to match by our fabricator and fixed in place, with new anchors where needed

Full restoration

Rust and failed paint across the structure, with the frame still sound

Every level cleaned to sound metal, repaired, primed and repainted, and anchors reset

Full replacement

Frame corroded through, or repairs would cost close to a new one

Bringing a Fire Escape Back Into Service

Every job follows the same four stages, worked from the top platform down.

Level-by-Level Survey

Each bracket, tread, rail and ladder is checked, photographed and marked repair or replace.

Permits and Protection Below

We file the DOB permits and protect the sidewalk, yard or courtyard under the work.

Steel and Anchor Repairs

Damaged parts are replaced, and brackets are reset into sound brick with new anchors.

Paint, Load Test and Records

Primer and finish coats go on, a load test is done where the engineer calls for one, and dated photos go to your inspector.

Fire Escape Rules Residents Ask About

Most fire escape violations start with what is left on them. These three rules come up in almost every building.

Nothing Stored on the Platform

Plants, furniture, grills and bikes count as obstructions, even when they belong to residents, and the owner can be cited for them. A fire escape is an exit, not extra space.

No Air Conditioner in a Fire Escape Window

The window that opens onto a fire escape has to stay clear so people can climb out. AC units go in other windows.

Only FDNY-Approved Window Gates

Security gates on fire escape windows must carry a current FDNY Certificate of Approval and open from inside without a key. Padlocks are not allowed, and we supply and install approved gates.

Adding Years to an Old Fire Escape in Brooklyn, NYC

Steel lasts as long as its paint and its anchors. These habits keep a fire escape off the Unsafe list.

Repaint Before Rust Spreads

A fresh coat over sound steel costs far less than new treads and rails later.

Seal Where Brackets Enter the Wall

Water at the anchor holes rusts the steel inside the brick, where it does the most damage.

Repair Between Inspection Cycles

Fixing a loose rail now avoids an Unsafe rating, and the shed that comes with it, at the next report.

Keep Platforms Clear

Items left on platforms trap water and hide rust from anyone checking the steel.

While the Fire Escape Is Being Repaired

Fire escape work happens right outside apartment windows, so residents get clear instructions before each stage.

Windows Shut Near the Work

Residents in each stack are told when to keep fire escape windows closed for grinding and painting.

Other Exits Kept Clear

Where the layout allows, levels are worked in sequence so part of the fire escape stays usable, and the building’s other ways out stay open throughout.

Sills and Glass Protected

Paint, rust and dust are kept off sills, windows and AC units below the work.

Send photos of each level or your facade report, and we will tell you what can be repaired and what needs replacing.

How Fire Escape Repair Cost Is Worked Out in Brooklyn, NYC

Fire escape repair cost depends on the steel, the wall behind it and how hard it is to reach. These five things move it most.

  • Number of Levels and Platforms

How tall the fire escape is, and how many landings, stairs and ladders it has.

  • Parts Repaired or Replaced

How many brackets, treads, rails and ladders need new steel.

  • Paint Removal and Lead Paint

Old coatings can contain lead and have to come off with lead-safe methods, which our crew handles.

  • Access and Protection Below

Rig, scaffold or rope access, and whether the work sits over the sidewalk.

  • Engineering and Load Testing

Whether an engineer's review or a load test is needed after major repairs.

Fire Escape Questions From Brooklyn Owners and Tenants

Yes. The FISP rule, 1 RCNY 103-04, lists fire escapes as appurtenances, so the QEWI examines them with the facade every five-year cycle and lists their condition in the report as Safe, SWARMP or Unsafe.

The building owner. HPD requires fire escapes to be kept in proper working order, and a defective one is a Class C, immediately hazardous violation. In a co-op or condo the board arranges the repair; in a rental it is the landlord.

No. Anything left on a fire escape counts as an obstruction, even if it belongs to a resident, and the owner can be cited for it. Fire escapes are built for emergency exit, and a rusted platform is not meant to carry extra weight.

No. The window that opens onto the fire escape has to stay clear so people can get out in a fire. Window AC units belong in other windows.

Yes, if the gate carries a current FDNY Certificate of Approval. Approved gates open from inside without a key, and padlocks or keyed locks on fire escape window gates are not allowed. We supply and install approved gates.

The FISP rule does not require one on its own, but an engineer may call for a load test after major repairs or when the condition of the steel is in doubt. We arrange load tests where they are needed.

Most can be repaired. If the frame is sound, rusted parts are replaced, anchors reset and the whole structure repainted. Replacement makes sense when the frame itself has corroded through or repairs would cost close to a new one.
